Salvation Army Denying Toys To Immigrants

Here's the Salvation Army mission statement:

The Salvation Army, an international movement, is an evangelical part of the universal Christian Church. Its message is based on the Bible. Its ministry is motivated by the love of God. Its mission is to preach the gospel of Jesus Christ and to meet human needs in His name without discrimination.

"Without discrimination".

So why is the Salvation Army of El Paso checking the immigration status of children before giving them toys (read the bottome line)?  In fact, why are they checking residency requirements at all?  A toy is a toy; a needy child is a needy child.  Put another way, WWJD?

So much for that "international" movement.
